In line with the approved master plan, the area has been designed flexibly to allow for its expansion to 24 square kilometers in the second phase, reflecting the anticipated investor demand and long-term growth objectives. The project development agreement was signed on May 26, 2025.

The Ruwais Special Economic Zone is located in the Wilayat of Ruwais, within the Al Dhahira Governorate in the Al Buraimi Region. It boasts a strategic location along key regional trade corridors, situated approximately 85 kilometers from Al Buraimi and 125 kilometers from the Wilayat of Sohar, which enhances its role as a gateway for trade and industrial cooperation between the Sultanate of Oman and the United Arab Emirates.

The project is expected to attract high-value investments in the logistics, light manufacturing, and industrial services sectors.

Sultan Ahmed bin Sulaim said: "The Ruwais Special Economic Zone represents a strategic platform to empower trade, industrial growth, and regional connectivity between the Sultanate of Oman and the UAE. DP World Group is committed to developing the zone in cooperation with the Special Economic Zones Free Zones Authority (OPAZ), leveraging its global expertise in logistics and economic zone development."
